43 applications hit the Sevenoaks register in the week to 7 August, led by a Green Belt traveller site at Horton Kirby. Comments on it close 27 August.

A bid to turn Green Belt land off School Lane in Horton Kirby into a traveller site with two mobile homes is the most consequential of 43 planning applications validated by Sevenoaks District Council in the week to Friday 7 August (Sevenoaks District Council, Weekly planning applications list, Public Access). The same week’s list also carries replacement floodlights at Knole Paddock, a warehouse demolition on the Vestry Road industrial estate, and four ash trees to be felled at Underriver village hall.

Validation is the point at which the council formally accepts an application and starts the clock on public comments. Almost all of these will be settled by officers under delegated powers, and only the schemes a ward councillor calls in get a public vote at the Development Management Committee.

Two mobile homes on Green Belt land at Horton Kirby

The application, reference 25/02427/FUL, covers land east of 82 School Lane, Horton Kirby, DA4 9DQ, and seeks a “change of use of land to Gypsy/Traveller site comprising the siting of 2 Mobile Homes and a stables style utility room” (Sevenoaks District Council, application 25/02427/FUL).

It has taken an unusually long time to reach the register. The council received it on 26 August 2025 and validated it on 3 August 2026, almost a year later. The consultation expiry date on the council’s own record is 27 August 2026, and the determination deadline is 28 September 2026 (Sevenoaks District Council, application 25/02427/FUL, important dates).

The council’s constraints list for the site records it as Metropolitan Green Belt, in the Farningham, Horton Kirby and South Darenth ward, on land provisionally classified as grade 2 agricultural, and inside a groundwater source protection zone (Sevenoaks District Council, application 25/02427/FUL, constraints). The application is awaiting a decision, and 19 documents, including the plans, are on the portal for anyone to read.

New floodlight columns for Knole Paddock

Sevenoaks Town Council’s playing fields off Plymouth Drive are behind the week’s other notable full application. Reference 26/01140/FUL covers the “replacement of five existing floodlight colums, retaining postions and direction of light fittings” and the reinstatement of the existing floodlights at Knole Paddock and Raleys Field, TN13 3RP (Sevenoaks District Council, application 26/01140/FUL). It was received on 1 May and validated on 5 August, with comments open until 27 August.

The background is in a tender the town council put out in January. It says the council owns and operates Raleys Field and Knole Paddock, that the fields are used for cricket, football and rugby and primarily by the adjacent Sevenoaks Rugby Football Club in the rugby season, and that the existing columns were installed more than 30 years ago and were originally the rugby club’s responsibility. The council replaced the old sodium lamps with LEDs in 2022, and when bulbs were being changed for the rugby season one of the mechanisms for lowering the floodlights failed, which the notice says brought the structural integrity of the old columns into question (Find a Tender, Floodlights at Raleys Field, Sevenoaks, Sevenoaks Town Council, notice 2026/S 000-012412). The planning application asks for the columns to be swapped in the same positions, pointing the same way.

Warehouse to open storage on Vestry Road

On the Vestry Road estate, application 26/01357/FUL proposes demolishing a warehouse at Unit 1, Block 12 and changing the use of the land to open storage under use class B8, keeping an existing B8 building, erecting fencing and levelling the surface with compacted type 2 stone (Sevenoaks District Council, application 26/01357/FUL). It was received on 28 May and validated on 6 August, and is awaiting a decision. Vestry Road is an industrial estate on the northern edge of Sevenoaks, so what happens to individual units there shapes the kind of work the site can hold.

Small housing schemes at Shoreham, West Kingsdown and Westerham

Three of the week’s applications move existing housing consents along rather than starting new ones.

At land north east of Darenth Valley Golf Course, Station Road, Shoreham, reserved matters covering appearance, landscaping, layout and scale have been submitted under 26/01864/REM, following the outline permission 25/02977/OUT for up to three dwellings with access, parking and landscaping (Sevenoaks District Council, application 26/01864/REM). Two condition-discharge applications for the same site were validated on the same day, one on trees and arboricultural protection (26/02044/DETAIL) and one on cycle and vehicle parking, electric vehicle charging points, refuse and recycling (26/02045/DETAIL).

At Grove Farm, The Grove, West Kingsdown, 26/01787/REM sets out the appearance, landscaping, layout and scale of two single-storey dwellings already approved in outline under 26/00165/OUT (Sevenoaks District Council, application 26/01787/REM). Comments run to 10 September.

The one genuinely new housing bid is at Westerham. Application 26/01684/OUT seeks outline permission for four self and custom build dwellings on land east of Court Lodge Barn, London Road, with all matters reserved except access (Sevenoaks District Council, application 26/01684/OUT). It was validated on 5 August, with comments open until 27 August and a determination deadline of 30 September.

Ash dieback claims trees at a village hall and a primary school

Two of the week’s tree applications are ash dieback cases. At Underriver Village Hall, Carters Hill, the application is to fell four trees, all recorded as showing signs of the disease (26/01929/WTPO) (Sevenoaks District Council, application 26/01929/WTPO). At Chiddingstone Primary School, in The Village, the request is to remove a single ash (26/02073/WTCA) (Sevenoaks District Council, application 26/02073/WTCA).

Tree work is the single biggest category on the list, at 15 of the 43. Householder extensions account for another 14, from Kemsing and Swanley to Ide Hill, Halstead, Badgers Mount, Sevenoaks Weald, Edenbridge and South Darenth.

What it means for you

If one of these sites is near you, the comment window is the part that matters. Each application carries its own consultation expiry date on the council’s record, and for most of this week’s batch that date is 27 August. Comments carry weight when they deal with planning matters, the effect on the Green Belt, the street scene, highway safety, noise, light or the character of a conservation area, rather than with who is applying.
